I'm considering getting DSL from my telco. Will my phone work when
the power goes out in a storm? I ask since the incomming phone line
has to go through a black box to split off (or filter)the phone signal
from the DSL. If that black box loses power, will my phone still
work?

Your phone will work but your DSL service will not work when
power goes out.

DSL will still work too, as long as your network equipment and PC are on a
UPS (uninteruptable power supply). I lost power a couple of times and
remained online, but shut down before too long, not knowing how long it
would be out. Wired home phones typically work without power, but cordless
phones will not work if the base station loses power.
